Tamar Center Negev is a grassroots organization bridging the socio-economic gaps between Bedouins and the rest of Israeli society through education.

Tamar Center Negev builds a culture of excellence, empowerment and access in the Bedouin community.

Arab-Bedouin society in the Negev is made up of approximately a quarter of a million people, with over two-thirds under the age of 21.

Arab-Bedouin society lives in the heart of the Negev and develops side-by-side with the region’s Jewish population. For over 40 years, the settlement of Arab-Bedouin society has gone on and off the public radar depending on the policy adopted by various state authorities. As of 2018, approximately two-thirds of Arab-Bedouin people live in recognized towns and villages: the city of Rahat and six municipalities (Tel Sheva, Lakiya, Hura, Kseiffe, Ararara and Segev Shalom) and two regional councils (Neve Midbar and El-Kassum), and one-third live in unrecognized villages.
The physical infrastructure and public services are underdeveloped; the employment rate is the lowest in the state, while the education system serving the Negev Bedouin population has failed to sufficiently advance its youth. At every age and according to every scholastic achievement standard, Arab-Bedouin performance is much lower than those of their peers. Drop-out rates from the education system (23.5%, as opposed to 10% in Arab society and 7.4% in Israeli society); high school matriculation completion (33.4% as opposed to 50% in Arab society and 68.5% overall in Israeli society), result in the lowest rate of those who completed academic degrees each year (2.5% among 25-29 year olds, as opposed to 4.3% in Arab society and 10% overall in Israeli society).

Over the last decades, Arab-Bedouin society in the Negev has undergone significant transformation.
At the heart of the change are cultural institutions and infrastructure – the family and tribal unit, which are undergoing dynamic and intensive transformation. The manifestation of this change can be found in all aspects of life and directly impact the individual and collective experience.

Over the years, various programs were promoted and resources devoted to change the reality in all of these areas. Unfortunately, the long-awaited change has yet to come, while the disparities continue to grow and deepen. As the years pass and failures grow, the sense of despair, alienation, and mistrust intensifies.

As a result of high unemployment rates, low scholastic achievements, and socio-political dynamics in Israeli society, the challenges associated with Arab-Bedouin’s ability to integrate into Israeli society is becoming more and more challenging.

Tamar Center was established by our Chairman, Ibrahim Nsasra along with other young professionals from Bedouin society.  The center was founded with deep understanding of the current reality and commitment to change the status-quo.  Tamar works in collaboration with government offices, local authorities, as well as relevant national and local organizations.

At Tamar we bring a spirit and generate hope within Arab-Bedouin society for the sake of a better future for Bedouin society and the entire region.

Deputy Director of Tamar Center, Head of Program Development and Employee Training.
Resident of Qasr Al-Sir and holds a B.A. in Economics and Business Management from Ben-Gurion University. Currently, she is pursuing an M.A. in Business Management. She is a graduate of the Youth Coordinator Course for professionals working in the Arab community of the Be’er Sheva Center for Instruction Services. In the past, she coordinated the “Derech La’Atid” program through the Alnuhud NGO, an association for the academic promotion of Bedouin Women in the Negev. She also participated in the Leadership Program at Ajeek-NISPED Center. She headed the management of the Excellence in Sciences Program and was appointed to the position of Deputy Director of Tamar Center in the summer of 2017.

In cooperation with numerous key partners, she founded and managed the Olamo”T project in the Institute for the Advancement of Integration at Bar-Ilan University. Through Olamo”T, she developed an educational environment designed and based on her doctoral work, including educational books, a website, teacher’s manuals, and a teacher integration and training program. Process evaluation assessments accompanied the development and implementation of the program.
She is currently a Lecturer at Ben-Gurion University in the Science Education Department.

Ahmad lives in Rahat, and is currently a physics student at Ben Gurion University of the Negev.
