בעקבות אחוז התעסוקה הנמוך ביותר במדינה וההישגים הירודים של מערכת החינוך בקרב צעירי החברה הבדואית כמו גם התמורות החברתיות והפוליטיות המתחוללות בשנים האחרונות, הולך וגדל הקושי להשתלבות של הבדואים בחברה הישראלית. מרכז תמר נוסד בערוגות החברה הבדואית, על ידי קבוצת צעירים בני החברה. המרכז הוקם מתוך הכרה במציאות ורצון כן לשינוי המצב הקיים. המרכז פועל תוך שיתוף משרדי הממשלה ורשויות המדינה השונות.
